د ليلي الهمامي تكتب : دوافع القيادة واغراءات الحكم
إذا كان للتراجيديا معنى، فالحكم هو عنوانها الابرز.. لا ينتبه الرأي (في المعنى الافلاطوني) لمآسي الحكم ولا يحتفظ للمخيال الجمعي إلا بصور البهرج والرفاه، وكل ما يرافقه ويلازمه ويحاذيه من أبهات..
في لعبة السلطة وفي معمارية الحكم. ليس ثمة فارق نوعي ولا فاصل جوهري بين الحاكم والمحكوم… فإذا كان الحكم منظومة شرائع وتقاليد واعراف، فهي تقيد الحاكم تماما كما تقيد المحكوم… وإذا كان هذا الحال حال الحكم في الديمقراطيات ، فهي كذلك حاله في الاستبداد والدكتاتورية.
لقد استوفى مونتيسكيو كل الأوصاف في كشفه عن وضع الخليفة العثماني، فأبدع في بيان عزلته، وخوفه، وشكه في كل ما يحيط به. ليس ثمة أبشع، ولا أشد قسوة من تلك العزلة التي تفصلك عن الناس والعالم، في زمن يعتقد فيه الناس أنك الأقوى والاشد، وانك عندما تكون في موقع الحكم تكون إلها على الأرض. إذا كانت السياسة قيادة ورئاسة، فإن أبشع الأقدار أن تُحمّل نفسك كل هموم الأمة وأحزانَها من أجل الحكم.
من يعتقد أن الاستبداد جنّة المستبد، وأن التنكيل بالناس مصدر متعة للطاغية والمستبد، لم يعلم: أن معيش الدكتاتور جحيم من العزلة، والشك، والخوف، والريبة والتوجس، والهلوسات. فهو أول سجين لنظامه، وهو أول رهينة لقراصنته؛ يخضع لحالة خوف لا متناهية، يقنّعها ببطش متزايد… وبتزايده يتورط في عقاب يتفافم… وبتفاقمه تزداد مأساته، فتتشضّى نفسيته، وتتبعثر قراراته، وتتناقض وتتضارب… ثم ينتهي إلى مقصلة او منفى.
أي معنى لمثل هذه السرديات ؟
أي لذة لمثل هذا المعيش؟ والتاريخ يخبرنا قصص من أُعدِم ومن اغتيل ومن سُجِنَ ومن نُفِيَ، بعد حُكمٍ قيل عنه أنه حكم عصر ذهبيّ.
