مجمع إعلام القليوبية يسلط الضوء على الحصر الوطني الشامل للحضانات بالقليوبية

في إطار الشراكة والتعاون البناء بين مجمع إعلام القليوبية ومديرية التضامن الإجتماعي بالقليوبية تم اليوم عقد ندوة تثقيفية تحت عنوان [ الأطفال قلب الوطن ومستقبله.. رؤية وطنية شاملة من أجل طفولة آمنة ] وذلك في إطار إهتمام قطاع الإعلام الداخلي التابع للهيئة العامة للاستعلامات بإبراز جهود الدولة المصرية لدعم الطفولة المبكرة وتوفير بيئة آمنة ومحفزة للأطفال تضمن لهم النمو السليم والاسهام الإيجابي في بناء جيل واعٍ قادر على حمل راية الوطن نحو مستقبل أفضل تحت اشراف الدكتور أحمد يحيى رئيس قطاع الإعلام الداخلى.

اكدت ريم حسين عبد الخالق – مدير مجمع إعلام القليوبية مؤكدة أن الطفل يعد اللبنة الأولى في بناء المجتمعات، والركيزة الأساسية لصناعة المستقبل، فهو يحمل بين طيات براءته ملامح الغد، وآمال الأوطان في النهوض والتقدم. وفي ظل التحولات العالمية والتحديات المجتمعية المتسارعة، تبرز أهمية تبني رؤية وطنية شاملة تُعنى بالطفولة، وترتكز على حماية حقوق الطفل وتوفير بيئة آمنة وداعمة لنموه الجسدي والعقلي والنفسي.
فالاستثمار في الطفولة ليس خيارًا، بل ضرورة وطنية، تفرضها الحاجة إلى بناء أجيال قادرة على تحمل المسؤولية، والمشاركة الفاعلة في تنمية المجتمع. ومن هذا المنطلق، تأتي توجيهات الرئيس السيسي بالاهتمام بالطفولة المبكرة انطلاقًا من قناعة راسخة بأن هذه المرحلة العمرية تشكل حجر الأساس لمستقبل الأجيال القادمة، فالاهتمام بالطفوله المبكرة هو استثمار طويل الأمد في مستقبل الوطن .
وأخيراً فأمن الطفل هو من أمن الوطن، وسعادته من سعادة المجتمع، ومستقبله هو مستقبل مصر التي نحلم بها قوية بشبابها، وأصيلة بأخلاق أطفالها.
ثم تحدثت أ / أميمة رفعت مشيرة إلى أن الطفولة هي المرحلة الأهم في بناء الإنسان، وهي البذرة التي نزرعها اليوم لنحصد بها غدًا مشرقًا لوطننا. فحين نوفر لأطفالنا بيئة آمنة، وتعليمًا راقيًا، ورعاية صحية ونفسية متكاملة، فإننا لا نبني جيلًا فقط، بل نصنع نهضة، ونرسّخ أركان التنمية المستدامة.
فالدولة المصرية تولي أهمية قصوى لدعم الطفولة المبكرة باعتبارها المرحلة الأهم في تشكيل شخصية الإنسان وبناء قدراته النفسية والاجتماعية والمعرفية. وتأتي هذه الجهود في إطار رؤية وطنية شاملة تستند إلى توجيهات واضحة ومستمرة من القيادة السياسية برئاسة الرئيس عبد الفتاح السيسي، الذي أكد في أكثر من مناسبة أن بناء الإنسان المصري يبدأ من سنواته الأولى، وأن الاهتمام بالطفولة المبكرة هو استثمار طويل الأمد في مستقبل الوطن.
* حصر وطني شامل للحضانات
وفي خطوة غير مسبوقة على مستوى الوطن العربي، أطلقت وزارة التضامن الاجتماعي بالتعاون مع شركاء التنمية، الحصر الوطني الشامل للحضانات على مستوى الجمهورية. ويهدف هذا الحصر إلى:
– بناء قاعدة بيانات دقيقة ومحدثة عن الحضانات.
* تحديد الفجوات الجغرافية في توزيع الحضانات.
* تحسين كفاءة الخدمات وجودتها.
* تيسير الترخيص ودعم الحضانات غير المرخصة للانضمام للمنظومة الرسمية.
فالدولة المصرية تسعى بكل مؤسساتها، إلى دعم قضايا الطفولة، عبر التشريعات، والبرامج الاجتماعية، والمبادرات التنموية التي تضع الطفل في قلب السياسات العامة .
وبناءا على توجيهات سيادة رئيس الجمهورية بتنمية الطفولة المبكرة.
تنفيذ المشروع الوطني لحصر الحضانات علي مستوي الجمهورية هو الأول من نوعه علي مستوى الوطن العربي، من خلال الرائدات الريفيات على مستوى المحافظةو يهدف الي تحديد اهم المشكلات التى تواجه عمل الحضانات من أجل تطويرها وتحسين جودة التعليم والرعاية للأطفال من سن يوم حتى ٤ سنوات
وسيتم الحصر من خلال ملء الاستمارة الالكترونية ببيانات الحضانة الأساسية
بيانات المقر والترخيص وبيانات عن الأطفال بها والعاملين بالمنشأة واخذ صور لواجهة المنشأة.
وسيقوم بعمل الحصر الميداني الرائدات الاجتماعيات بالإضافة الي فريق الإشراف والمتابعة الميدانية من الادارات المعنية بوزارة التضامن الاجتماعي وفريق المتابعة علي مستوى المديريات
كما طالبت من الجميع التعاون وتسهيل مهمة الرائدات في حصر بيانات كافة الكيانات التي تتعامل مع الاطفال من سن ٤:٠ سنوات .
وفي الختام أكدت أن الاهتمام بالطفولة المبكرة ليس مجرد التزام تنموي أو اجتماعي، بل هو مشروع وطني استراتيجي لبناء إنسان مصري قادر على الإبداع والمنافسة والمشاركة الفعالة في مسيرة التنمية الشاملة .
وفي ضوء هذه الرؤية، صدرت توجيهات رئاسية بتنفيذ عدد من المبادرات والخطط الوطنية الهادفة إلى تعزيز الخدمات المقدمة للأطفال في المرحلة العمرية من يوم وحتى أربع سنوات. وتضمنت هذه التوجيهات:
* توسيع نطاق إتاحة الحضانات وزيادة طاقتها الاستيعابية لاستيعاب أكبر عدد ممكن من الأطفال.
* تطوير برامج الرعاية والتنشئة المبكرة وفق معايير علمية وتربوية حديثة.
* تيسير إجراءات ترخيص الحضانات ودعم الحضانات القائمة لتطوير خدماتها.
* تأهيل وتدريب الكوادر العاملة مع الأطفال لضمان جودة الرعاية المقدمة.
* إطلاق مبادرات مجتمعية وإعلامية للتوعية بأهمية الاستثمار في الطفولة المبكرة.
وفي نهاية الندوة ، تم فتح باب النقاش وتلقي التوصيات والمقترحات ، بالإضافة إلى شكاوى أصحاب الحضانات، وذلك في إطار الحرص على الاستماع إلى آرائهم والتعرف عن قرب على التحديات التي تواجههم، بما يسهم في تطوير هذا القطاع الحيوي ودعم رسالته في رعاية الطفولة المبكرة .
